SUMMARY:

Illinois Action for Children is developing a high-quality teaching and learning system in partnership with the Illinois State Board of Education (ISBE) and the Governor’s Office of Early Childhood Development (GOECD). The goal is to enhance the capacity of early care and education professionals and their cross-sector partners to build strong community systems that ensure more children from priority populations begin kindergarten safe, healthy, eager to succeed, and ready to learn.

Illinois Action for Children is looking for a driven, outgoing professional motivated to impact systems through collaborative work and innovative thinking. Ideal candidates will enjoy taking initiative in presenting new ideas and bring an eagerness to understand complex systems. Candidates should possess a positive attitude and strive to see the best in children and families, especially those from priority populations.

Primarily under the direction of the Director, the Community Impact Data and Knowledge Manager is responsible for supporting the Community Systems Development team and agency’s research and data analysis needs and initiatives. The Community Impact Data and Knowledge Manager’s primary job would be to (i) train and support CSD coaches and collaborations on accessing and using data (such as Census, IECAM, public heath, DCFS and CCAP data and specially collected data)  for needs assessment, CQI or Action Learning, and impact measurement; (ii) evaluate project and local outcomes – design an evaluation with the Early Childhood Community Systems (ECCS) team, write the protocols, collect and analyze local data; (iii) support communities directly as time allows with other data, data analysis and maps, and work with IECAM to improve data and data access, (iv) develop and manage online learning for members and leaders of local early childhood community collaborations through various platforms including webinars, on-demand learning modules, instructional design, and learning management systems; and (v) play a critical role in client growth by developing online learning content in collaboration with diverse subject matter experts. Metrics of success will include high customer satisfaction, high engagement, high completion rates, and knowledge gain among members of early childhood community collaborations throughout the state.

ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following. The organization reserves the right to add to, delete, change, or modify the essential duties and responsibilities at any time.

  1. Assist the Community Systems Development team, Research Department, local collaborations, and others in obtaining quantitative and qualitative data; and analyzing quantitative and qualitative data for community needs assessments, planning, continuous quality improvement, action learning, impact measurement and evaluation.
  2. Work with the Community Systems Development team, Research Department, local collaborations, and others to develop data dashboards, maps, and other data visualization tools for better understanding and data storytelling. Work with the Research Department and Director to track and measure outcomes defined across department.
  3. Provide data analytics support, including GIS analysis and map generation, and related technical assistance services to the Community Systems Development team, Research team, and other programs and departments as appropriate.
  4. Work with the Illinois Early Childhood Asset Map team and the Governor’s Office of Early Childhood Development to understand and improve communities’ access to data of relevance to their communities’ early childhood system of services.
  5. Work with Community Systems Development team and Research Department to design evaluations, write the evaluation protocols, and collect and analyze local data for evaluating the both the CSD project and local collaboration outcomes.
  6. Coordinate the data and evaluation needs of the project with the Community Systems Development team and Research Department, submits data for quarterly reporting, and creates impact stories for internal and external stakeholders. Participates in report writing.
  7. Manage projects through to successful completion as directed. Develop related project documentation, that might include but not limited to the development of project plans, documentation of data access and definitions.
  8. Develop materials and provide training, technical assistance, and webinars to local early childhood collaborations to integrate and embed developmental evaluation approaches and strategies into their systems change strategies and processes, such as data analysis, user-centered design, design thinking, storytelling, prototyping, and action learning.
  9. Assist and works on projects and activities focused on developing, supporting, and sustaining an ongoing data-informed and data-driven work culture and operations across all IAFC departments and programs, and participates in related data committee and data management efforts.
  10. Promote Continuous Quality Improvement (CQI) by proactively identifying and helping to identify and implement improvements and best practices related to the agency’s use of applications, databases, and systems.
  11. Promote a culture of innovation inside and outside the Organization by identifying and developing ideas and innovative methods for addressing needs and improving operations through data and technology. Monitor and stay current on research on community systems development, design thinking, developmental evaluation, including tools and resources for capacity building.
  12. Participate and engage in local collaboration and external meetings, as needed, to facilitate, support, or guide community systems efforts in alignment with articulated goals and vision. Participate and contribute expertise in state committees related to data systems.
  13. Collaborate with members of the Community Systems team, Information Technology team and Research team and others in providing data support and assistance to staff members, as needed.
  14. Develop and execute a learning and development strategy in collaboration with internal and external subject matter experts, key stakeholders, and other resources within the timelines established for the program. Work closely with team to ensure quality and consistency of online learning experiences throughout the state and support internal and external dissemination of content.
  15. Provide instructional design and project management expertise in the conception, design, development, and deployment of learning solutions ensuring clear goals, meaningful metrics, and positive outcomes for participants, including providing analytics.
  16. Assess training needs directly and in conjunction with the collaborations to ensure learning opportunities meet community needs and strengthens capacity around community systems development. 
  17. Assess and monitor the effectiveness of all learning, development, and training and technical assistance offerings against defined metrics for continuous improvement. Coordinate the collection of data for use in assessment, planning and improvement; create policy recommendations to improve systems as needed.

EDUCATION and/or EXPERIENCE:

Bachelor’s degree, preferably in a research, design, social/human services, policy, or public administration/planning field, and a minimum of five years of related experience; or equivalent combination of education and experience, including coursework in evaluation and research in education and/or human services. A Master’s degree is strongly preferred.

OTHER SKILLS AND ABILITIES:

  • Ability to form relationships with diverse stakeholders in communities and in partner agencies
  • Experience in designing and developing solutions with clients
  • Experience with data analysis, data analytics, and data science is desirable, preferably in a human/social services, research, or similar context.  Experience with data analysis applications and tools such as SPSS, R, and related tools is required.
  • Experience in working with data and data management activities, including data clean-up, data management, data quality improvement is required.
  • Experience with data visualization, developing dashboards, and mapping is required. Experience with ArcGIS is desirable.
  • Experience in designing, developing, and maintaining databases. Experience with Microsoft SQL Server, MySQL, Salesforce, and Microsoft Access databases is desirable.
  • Experience training or coaching adults in data or design is strongly preferred.
  • Strong project management skills are required
  • Experience gathering and documenting user requirements is highly desirable.
  • Experience in developing technical documentation is highly desirable.
